100 ROLLER HOCKEY  LEAGUE RULES

Teams and Players

 

1. Teams Rosters may have no more than 15 players to be entered into the league.

 

2. Rosters will be closed to adding new players after the 6th game. No players may be added unless due to injury or hardship and your roster in under 7 players. The league must approve any additions. For a player to be added after the 6th game, the player he/she is replacing must be dropped from the roster. Once that player is dropped from the roster, he/she may not be put back on the roster until the following season.

 

3. All hockey players must agree and sign the general liability release that the rink supplies before you may begin play. All players under eighteen must have a parent or legal guardian sign the release.

 

4. Teams player must have matching color jerseys. Slight shade variations in the same color are permitted.

 

5. Jerseys must have numbers on the back, being 8 inches or larger. Number must be legible and can't be taped on. No team may have 2 players wearing the same number on his/her back, except the goalie and a player may wear the same number. If a player is on the rink with the same number as a team member, he will be told to leave the floor. If the same player re-enters the rink with the same jersey or another matching a team member’s number a minor penalty will be given.

 

6. All teams are responsible for the actions of their team member and their fans.

 

7. A player must play at least 40% of the league games to be eligible for playoffs and awards.

 

8. All players must be at least 15 years of age and in good standing with the league and 100 roller rink. Any under 15 players rostered as of 2005 will be allowed to continue playing.

 

9. A 50% payment is required before the first game. The remaining 50% is due BEFORE the fourth game. There is no leeway. This is a Route 100 rule not a league rule. If either payment is not made all games for that team will be forfeited until payment is made. These games will not be made up. All payments must be by checks made out to Sports Inc. Only 1 check per payment will be accepted.

Gold, Silver, and Bronze Divisions

 

1. Gold Division is the Elite division for the 100 Hockey League. Gold Division will play for the right to win the Rhodes Cup. The Gold Division is an unlimited or open division.

 

2. Silver Division is the intermediate division. Teams in this division will be less experienced and of a lower skill level. Each Silver division team is allowed 2 Gold rated players.

 

3. Bronze is the Novice division. This division is designed for novice players with limited hockey experience and skill. Each Bronze team will be allowed 2 Silver rated players from the league.

 

4. The Copper division is for junior players and un-rated seniors. Each team must have a coach to start the game. This division is designed for player that are just starting to learn to play hockey

 

5. All players will be reviewed upon entering into the league and possibly given a gold rating. League officials will decide ratings. Anyone who feels that the rating they receive doesn’t match their skill level can ask for a review. The review will be brought up to the leagues team captains and they will decide on a rating. After that meeting the rating is final.

 

6. Goalies will not be rated. If a player is a goalie also, he/she may receive a player rating.

 

7. No player can be on more than one roster in a division. Goalies are exempt from this rule. You may roster 1 backup goalie. If your goalie and your backup are not available you may use any other player or goalie for your goalie. You may only use another player or another goalie if your rostered goalie and your backup are not available.

 

 

Equipment

 

1. Helmets are Mandatory for all players. Players under 18 must wear a full cage or a full shield face mask. All players must have their helmet strap properly fasten, if a player has his/her chinstrap unfastened at the start of play, a minor penalty will occur.

 

2. Shin guards, elbow pads, and hockey style gloves are required.

 

3. Any type stick is permissible as long as it is not broken or is too heavily worn. This is the referee's decision. Any team captain may ask for a stick of an opponent to be checked. In the event the referee feels that the stick is playable, a minor penalty for DELAY OF GAME will be imposed. 

 

4. Roller blades or Quads are permitted to be used.

 

5. All skates must be clean and free of any metal that could contact the surface.

 

6. All players under 18 years of age must wear a mouthpiece and a full cage or a full shield during the game. Any player under 18 years of age will not be allowed to play without one for any reason. This includes the "I forgot" excuse.

 

 

General Rules

 

1. This league will follow standard hockey rules with exceptions noted.

 

2. There are no off-sides

 

3. No Icing

 

4. This is a four on four league. (Which are four skaters and a goalie)

 

5. Each game has a time slot of 60 minutes. There will be 5 minute warm up and 55 minutes of playing time.

 

6. The game for Gold, Silver and Bronze will be 3 - 15 minute periods. The periods are running clock. The clock will become stop and go in the last 2 minutes of the 3rd period if the score is within 2 goals.

 

7. Games will start on time. The 8am game will start at 8am the warm up starts at 7:55 am.

 

8. If during the game one team gets a 10 goal lead the game is over. The two teams will have the balance of their time slot to use the floor.

 

9. In the event that the clock remains running after play has stopped. The refs and scorekeeper will decide how much time will be added to the clock. In the event the clock doesn’t start with the start on play. The clock will be started as soon as possible, no time adjustment will happen. Play ONLY stops with the ref’s whistle or scoreboard horn. If you don’t hear either play is still live.

 

10. Each team is allowed one time change per season, which must notify the league at least 3 weeks in advance. If you need more the other team must agree to the change.

 

11. The goalie may only cover the ball in the goal keeper privileged area. This is an area that goes from the goal line straight up to the closest face off dots and then from dot to dot.

 

 

League Rules

 

1. A team needs 3 skaters and a goalie to start a game.

 

2. In the event both teams are not ready to start the referee will blow the whistle and the game clock will start. As soon as one team has enough players to start and lines up the clock will stop. The opposing team can call there time out. If they are not ready to start at the end of the time out the game will be a forfeit.

 

3. In the event one team is not ready to start they may use their time out. At the end of their time out if they are not ready to play the game will be a forfeit.

 

4. If two teams have the same color jerseys. The visitors will change their colors. In this case color of jerseys can be different colors and have no numbers.

 

5. Ineligible player who play the game will cause the team to forfeit that game. The officials do not stop the game.

 

6. Any player who does not have a matching colored jersey or numbers on the jersey can receive a minor penalty after the fourth game the team has played. This will happen only if the opposing team’s captain request brings the infraction to the ref's attention.

 

7. Any player bleeding must leave the floor immediately and will not be allowed to return until the bleeding has stopped.

 

8. If fight starts, the clock will continue to run till the fight has stopped.

 

9. If the game is tie at the end of regulation, a 3 minute running clock sudden death overtime will take place. The clock will become stop/go when there is one minute left in the overtime. All penalties in regulation will carry over into the overtime. All penalties that are given in overtime, the clock will stop.

 

10. If the ball goes out of the rink on the sides or above the netting and comes back in play will be stopped. If the ball comes off the wall or netting on the ends play will continue. If the referee doesn’t blow the whistle play will continue.

 

11. The ball is live off the ceiling and any fixtures that are attached. A goal may not be scored off of the ceiling.

 

12. NO water bottles allowed on the rink or on the goalies net.

 

13. Teams have 2 spots on their rosters for goalies.

 

14. Spectators that enter onto the playing surface for any reason other than when asked by officials could possibly be asked to leave the building. Also a minimum of a 1 week suspension will be accessed to the team captain of the team that the spectator is affiliated with. Also the spectator could be banned for life from the rink and the 100 Inline hockey league events.

 

15. All players must have their helmet strap properly fasten. The strap can’t be removed from the helmet. If a player is on the rink without his/her helmet strapped a minor penalty will be issued.

 

16. Players on must make substitutions from the team’s bench and on their side of the rink. A player may exit the floor, in other areas, other than his team’s bench, but no player may replace the substituted player until the next stoppage. If a team member or the player comes back onto the floor before a stoppage a minor penalty will be assessed.

 

17. Each team will get 1 time out. The time out is 1 minute in length. If the game goes into overtime a time out cannot be used.

18. Any player, at the discretion of the referees who deliberately shoots the ball out of play will be given a delay of game penalty.

19. The game will end after a ten goal lead has occurred. The two teams will have the balance of their time slot to use the floor.

20. The teams will be given 15 seconds to line up for a face off once the referee is ready to drop the ball. A warning will be given at 5 seconds then the ball will be dropped. If a team has a player off sides a penalty will be given.

 

Penalties Protocol

 

1. Anyone caught hitting the surface or boards with his/her stick in frustration, will be assessed an unsportsmanlike conduct penalty. This also includes throwing your sticks or equipment.

 

2. Vulgar language is deemed inappropriate and will not be tolerated. Anyone who uses vulgar language will (at the referees' discretion) be assessed a one game suspension, plus additional suspensions by league if warranted.

 

3. Penalties – 2 minute minors, 4 minute double minor, 5 minute majors.

3 penalties in 1 game - player will receive a 5 minute major and automatic game misconduct. This means one player from the floor must serve the major and one player from the floor must serve the minor penalty. The major penalty will not cause a player shortage on the floor. The league will review, at referees' request, due to excessive penalties. A double minor or a major counts as 2 penalties in a game.

 

4. Any deliberate upper body contact is considered a check.

 

5. Players losing helmets during game must retrieve helmet immediately or a minor penalty will be assigned.

 

6. Goals-No goal will be allowed if ball is kicked into net. There will be a face off outside zone.

 

7. Hand Passes-Hand passes are allowed in the defensive zone only.

 

8. Coincidental minor penalties will be used.

 

9. Two penalties per side may run at a time if there is more than one penalty registered, penalties will run in order of which infraction occurred.

 

10. Holding and Hooking will be a 2-second count; on two, it will become a penalty even if the player has just let go. This is solely at the discretion of the referee.

 

11. Any player drawing blood, whether intentional or by accident, will be assessed an automatic 5 minute major. This is at the discretion of the referee.

 

12. If a team through penalties, does not have at least 2 skaters and a goalie. The game will become a forfeit.

 

 

Suspension Protocol

 

1. A suspended player can't play until his/her suspension has been completely served.

 

2. Fighting (with or without the gloves on) penalties are as follows:

    a. First fight - a 3 week suspension.

    b. Second fight - a 6 week suspension.

    c. Third fight - Banned from playing indefinitely.

 

3. Any player who verbally abuses an official or receives an unsportsmanlike conduct penalty after a game has been ended will be assessed a 1 to 3 week suspension.

 

4. Any player who swings at a referee will be given a one-season suspension penalty.

 

5. Any player who verbally abuses an official or receives an unsportsmanlike conduct penalty after he/she has been ejected will be assessed a 1 to 3 week suspension.

 

6. Any player who is deemed, as intentionally trying to injure someone will be (at the discretion of the referees) assessed an intent to injure penalty. A 3 week to a season depending on the severity of the penalty.

 

7. Suspensions for game misconducts are as followed:

   a. First Offense-Suspension for that game.

   b. Second Offense-current game and the next week

   c. Third Offense- current game and three weeks plus league review.

 

8. Once a fight or Scuffle has started any extra person stepping in is considered "third man in" and may be suspended. LET THE REFS SEPARATE THE PLAYERS.

 

9. Any player that is suspended for an incident and plays in more than one division is suspended from all divisions. He/she may not play all their games in the other divisions.

 

10. In the event, a player has went under review and is put on probation, that probation will cover all divisions in which the player plays.

 

11. Any player, who deliberately makes contact to the head with his/her stick, will get a minimum of a 6 week suspension.

 

12. Any penalty accessed after the game or following an ejection is subject to suspension

 

 

Rink Rules

 

1. All food and drink must be left in the snack bar. NO EXCEPTION

 

2. Both teams of last game are responsible for cleaning the floor on their player bench.

 

3. All decisions made by league directors are final.

 

4. In the event property of Route 100 Inline Hockey League or The 100 Roller Skating Rink is damaged or destroyed due to non-hockey related incident (throwing of equipment, using equipment a devise of destruction, etc.) the person would be liable for replacement or restitution.
